Energy Efficiency in municipally-owned buildings and facilities of the city of Rivne and modernization of street lighting

INVITATION FOR TENDERS

Development of design documentation, including passing a comprehensive expertise, designer’s supervision, as well as supply and installation-dismantling of all necessary plant and materials for Thorough repair of the following facilities: Kindergarten (nursery school) No.14 of artistic and aesthetic specialization of Rivne City Council; Kindergarten (nursery school) No.33 of Rivne City Council; Kindergarten (nursery school) of combined type No.46 of Rivne City Council.

This Invitation for Tenders follows the General Procurement Notice for this project which was published on the the Procurement Notices section of NEFCO’s website (http://www.nefco.org/how_to_work/procurement_notices) on 24.02.2021.

Department of Capital Construction of the Executive Committee of Rivne City Council hereinafter referred to as “the Employer”, in the framework of co-financing the project “Energy Efficiency in municipally-owned buildings and facilities of the city of Rivne and modernization of street lighting” intends to use the loan funds to pay for Development of design documentation, including passing a comprehensive expertise, designer’s supervision, as well as supply and installation-dismantling of all necessary plant and materials for the project Thorough repair of the following facilities: Kindergarten (nursery school) No.14 of artistic and aesthetic specialization of Rivne City Council at the address 9 B.Khmelnytskoho str. in Rivne city; Kindergarten (nursery school) No.33 of Rivne City Council at the address 4A Korolova str. in Rivne city; Kindergarten (nursery school) of combined type No.46 of Rivne City Council at the address 20A Stepana Bandery str. in Rivne city.

The Employer now invites tenders from Contractors for the following contract to be financed from of the proceeds of the loan aimed at procurement of:

  • “Thorough repair of the Kindergarten (nursery school) No.14 of artistic and aesthetic specialization of Rivne City Council at the address 9 B.Khmelnytskoho str. in Rivne city (thermal modernization of the building)”:
  • development of design documentation, including passing a comprehensive expertise, designer’s supervision;
  • supply, installation of thermal insulation materials for thermal insulation of the facade and basement walls;
  • supply and installation of energy efficient metal-plastic doors;
  • supply and installation of energy efficient metal-plastic windows;
  • roof insulation according to Type 1 “compatible flat”;
  • installation of a parapet;
  • increase of vent channels, test and production of passports of vent channels;
  • reconstruction of external porches and entrances;
  • reconstruction of blind area;
  • reconstruction of window sills;
  • internal finishing works in places of replacement of windows, doors (slopes, window sills);
  • reconstruction of the sewerage system;
  • installation of lightning protection.
  • “Thorough repair of the Kindergarten (nursery school) No.33 of Rivne City Council at the address 4A Korolova str. in Rivne city (thermal modernization of the building)”:
  • development of design documentation, including passing a comprehensive expertise, designer’s supervision;
  • supply, installation of thermal insulation materials for thermal insulation of the facade and basement walls;
  • supply and installation of energy efficient metal-plastic doors;
  • supply and installation of energy efficient metal-plastic windows;

  • development of design documentation, including passing a comprehensive expertise, designer’s supervision;
  • supply, installation of thermal insulation materials for thermal insulation of the facade and basement walls
  • supply and installation of energy efficient metal-plastic doors;
  • roof insulation according to Type 1 “compatible flat”;
  • installation of a parapet;
  • increase of vent channels, test and production of passports of vent channels;
  • repair of the ventilation system;
  • reconstruction of external porches and entrances;
  • reconstruction of blind area;
  • internal finishing works in places of replacement of doors (slopes);
  • reconstruction of the sewerage system;
  • installation of lightning protection.

Tendering for contracts that are to be financed with the proceeds of NEFCO financing is open to firms from any country.

To be qualified for the award of a contract, Tenderers must satisfy the following minimum criteria:

  • the Tenderer, has the financial, technical, production and personnel capability and capacity necessary to perform the Contract. The average annual revenue (for each of the previous three years) of the Tenderer in the previous 3 years should exceed at least 1 MEUR. In case of tender submitted by JVCA, the leading partner should demonstrate at least 50% compliance with the requirement;

In case the Tenderer submits tender proposals for several or all lots, for the purposes of calculating compliance with the minimum qualification requirements, including the availability of financial resources, the Tenderer’s tender price is calculated as the total price of all tender proposals, taking into account the Tenderer’s discounts under the project “Energy Efficiency in municipally-owned buildings and facilities of the city of Rivne and modernization of street lighting”.

  • Financial capability

The Tenderer should demonstrate the availability of access to or liquid assets in fact, unencumbered real assets, credit lines or other financial means to meet the needs for operating funds for the performance of the contract, that are estimated at the amount not less than 40% of the cost of the proposal, taking into account the obligations of the Tenderer in other contracts.

In case of tender submitted by JVCA, the leading partner should demonstrate at least 50% compliance with the requirement;

  • The Tenderer has satisfactorily supplied similar plant and works to other purchasers and successfully completed at least 5 (five) similar in scope and cost (the cost of a similar contract should be at least 10 million UAH) contracts in the recent 5 (five) years. In case of tender submitted by JVCA, the leading partner should demonstrate at least 3 (three) own contracts. In case the Tenderer participates in more than one lot, the number of similar contracts should be at least 7 (seven); In case of tender submitted by JVCA, the leading partner should demonstrate at least 5 (five) own contracts;
  • The Tenderer or its agent will be able to carry out warranty obligations;
  • The Tenderer is not bankrupt or under bankruptcy procedures according to the national legislation;
  • In the case a Tenderer offering to supply plant which the Tenderer does not manufacture, the Tenderer have to certify that he has been duly authorized by the Manufacturer to supply the plant in the Purchaser’s country.

When preparing the tender offer, the Tenderer should take into account that the work under the contract will start approximately in December 2021 and will last until September 2022. There is a need to provide a schedule for delivery of plant and completion of works

Upon receiving the request from prospective Tenderer, the documents will be promptly dispatched electronically in PDF format. If there is a request for paper documents, they will be provided by the Employer to the relevant Tenderer on terms agreed by them separately

All tenders must be accompanied by a Tender-Securing Declaration, the form of which is contained in the tender documents. The purpose of securing the tender offer is to ensure that the Tenderer will take seriously their participation in the tender.

Tenders must be delivered to the office at the address below before 10:00 a.m., 02.12.2021, at which time they will be opened in the presence of those tenderers’ representatives who choose to attend.

Pre-tender meeting for Tenderers with representatives of the Employer to visit the project facilities and discuss technical and procedural issues will take place at 11:00 a.m., 10.11.2021 at the address: 6 Lermontova str., Rivne city, 33028
