"Implementation of energy saving in establishments and institutions belonging to communal ownership of the city of Rivne and modernization of street lighting"

Development of project documentation, including comprehensive examination, author's supervision, as well as supply and installation-dismantling of all necessary equipment and materials for capital repair of street lighting networks in the city of Rivne Lots RIV -7.1 (main streets) and RIV -7.2 (secondary streets).

This Invitation to Tender follows the General Procurement Notice for this project, which was published on the NEFCO website under the Procurement Notices section

The Department of Capital Construction of the Executive Committee of the Rivne City Council, hereinafter referred to as the "Customer", intends to use the loan funds received from the Northern Ecological Financial Corporation (NEFKO) to pay for the costs of the Network Overhaul project as part of the co-financing of the "Energy Efficiency in Public Buildings of Rivne" project street lighting in Rivne..

The Customer invites Contractors to submit their proposals for a loan-financed contract aimed at the acquisition of:

Development of project documentation, including comprehensive examination, author supervision, as well as supply and installation-dismantling of all necessary equipment and materials for the capital repair of street lighting networks in the city of Rivne Lots RIV-7.1 (main streets) and RIV-7.2 (secondary streets)

Tenders for contracts financed by NEFCO are open to firms from any country.

To be qualified for contract award, Bidders must meet the following minimum requirements:

The tenderer has the financial, technical, production and personnel potential and capacities necessary for the execution of the Contract. The average annual income (for each of the previous three years) of the Participant during the previous 3 years must exceed:

- for lot RIV -7.1: 1,000,000 euros;

- for lot RIV-7.2:1 EUR 400,000.

In the case of submitting a tender of SPKA, the leading partner must meet this requirement by at least 50%;

In the event that the Bidder submits tender offers for several or all lots, for the purposes of calculating compliance with the minimum qualification requirements, including the availability of financial resources, the Bidder's tender price is calculated as the total price of all declared bids, taking into account the Bidder's discounts under the project "Implementation of energy saving in institutions and institutions belonging to the communal property of Rivne and modernization of street lighting".

Financial resources

The tenderer must demonstrate that it has access to or has available liquid assets, unencumbered real assets, lines of credit or other financial means to meet the working capital requirements for the performance of the contract, valued at no less than:

- for lot RIV -7.1: 40% of the value of your offer;

- for lot RIV-7.2: 40% of the value of your offer,

taking into account the Participant's obligations in other contracts.

In the case of submitting a tender of SPKA, the leading partner must meet this requirement by at least 50%;

The tenderer successfully supplies similar equipment and works to other Customers, and has already successfully executed 5 (five) contracts similar in scope and value (the value of a similar contract must be at least UAH 7 million) in the last 5 (five) contracts years. In case of submitting a tender to SPKA, the leading partner must provide at least 3 (three) own contracts. If a tenderer participates in more than one lot, the number of similar contracts must be at least 7 (seven); In case of submitting a tender to the SPKA, the leading partner must provide at least 5 (five) own contracts;
The tenderer or his agent will be able to fulfill the assumed guarantee obligations;
The tenderer is not bankrupt and there are no insolvency or bankruptcy proceedings against him in accordance with current legislation;
in cases where the Bidder offers its services for the supply of Equipment that it does not manufacture, the Bidder must certify that it has received all necessary authorizations from the Manufacturer to supply the Equipment in the Customer's country.

Tenders are invited for one or more lots. The price of each lot must be provided separately. Bidders applying for more than one lot may offer discounts and these discounts will be considered when comparing tenders. When preparing a tender offer, the Tender Participant should take into account that work under the contract will approximately begin in January 2022 and continue until September 2022. Provide a schedule for the delivery of the Equipment and the completion of the work.

At the request of the respective Bidder, the tender documents will be sent to him free of charge by e-mail in the form of PDF files. If there is a request to receive paper documents, they will be provided by the Customer to the relevant Tender Participant on terms agreed upon separately by them.

All tenders must be submitted with a bid security in the form of a bid security declaration, the form of which is included in the tender documents. The purpose of bid security is to ensure that Bidders will take their participation in the tender seriously.

Tenders must be sent to the address indicated below by 10:00 a.m. on November 19, 2021, after which they will be opened in the presence of those representatives of the Tenderers who wish to be present at the opening.

A pre-tender meeting for Bidders with representatives of the Customer to visit project facilities and discuss technical and procedural issues will be held at 10:00 a.m. on October 27, 2021 at the address: 33028, Rivne, st. Lermontova, 6
