INVITATION TO PARTICIPATE IN THE TENDER
Development of project documentation, supply and assembly-disassembly of all necessary equipment and materials for installation of individual heat points (8 units), incl. insulation of pipelines, fittings, elements of the heating point, decoration of premises and connection of communications, balancing of heating systems, instead of installed heating units in elementary school No. 15 (new and old school), elementary school No. 22, elementary school No. 25, elementary school No. 28, music school No. 2 , DNZ No. 33, Department of Urban Planning and Architecture

This Invitation to Tender follows the General Procurement Notice for this project, which was published on the NEFCO website under the Procurement Notices section

The Department of Capital Construction of the Executive Committee of the Rivne City Council, hereinafter referred to as the "Customer", intends to use the funds from the local budget to pay for the costs of development of project documentation, supply and assembly-disassembly of all necessary equipment and materials for installation of individual heat points (8 units), including insulation of pipelines, fittings, elements of the heating point instead of installed heating units in secondary school #15 (new and old school), secondary school #22, secondary school #25, secondary school #28, music school #2, secondary school #33, Department of Urban Planning and Architecture.

The Customer invites the Contractors to submit their proposals for obtaining a contract, which will be financed from the funds of the local budget and credit funds of NEFCO, aimed at the acquisition of:
Installation of individual heating points (8 units), incl. insulation of pipelines, fittings, elements of the heating point, decoration of premises and connection of communications, balancing of heating systems, instead of installed heating units in elementary school No. 15 (new and old school), elementary school No. 22, elementary school No. 25, elementary school No. 28, music school No. 2 , DNZ No. 33, Department of Urban Planning and Architecture.

To be qualified for contract award, Bidders must meet the following minimum requirements:

The tenderer has the financial, technical, production and personnel potential and capacities necessary for the execution of the Contract. The Participant demonstrates income for each of the previous three years, and the Participant's average annual income during the previous 3 (three) years must exceed UAH 16,500,000. In the case of submitting a tender of SPKA, the leading partner must meet this requirement by at least 50%;

The tenderer successfully supplies similar equipment and works to other Customers, and has already successfully executed 5 (five) contracts similar in scope and value (the value of a similar contract must be at least UAH 7 million) in the last 5 (five) contracts years In the case of submitting a tender to SPKA, the leading partner must provide at least 3 (three) own contracts;

The tenderer or his agent will be able to fulfill the assumed guarantee obligations;

The tenderer is not bankrupt and no insolvency or bankruptcy proceedings have been opened against him in accordance with current legislation;

in cases where the Bidder offers its services for the supply of Equipment that it does not manufacture, the Bidder must certify that it has received all necessary authorizations from the Manufacturer to supply the Equipment in the Customer's country.

When preparing the tender offer, the Tenderer should take into account that the work under the contract will approximately begin in October 2021 and last until April 2022. Provide a schedule for the delivery of equipment and completion of work.

At the request of the respective Bidder, the tender documents will be sent to him free of charge by e-mail in the form of PDF files. If there is a request to receive paper documents, they will be provided by the Customer to the relevant Tender Participant on terms agreed upon separately by them.
All tenders must be submitted with a bid security in the form of a bid security declaration, the form of which is included in the tender documents. The purpose of bid security is to ensure that Bidders will take their participation in the tender seriously.
Bids must be sent to the address below by 10:00 a.m. on September 13, 2021, after which they will be opened in the presence of those representatives of the Bidders who wish to be present at the opening.

A pre-tender meeting for Bidders with representatives of the Customer to visit project facilities and discuss technical and procedural issues will be held at 10:00 on August 11, 2021 at the address: 33028, Rivne, str. Lermontova, 6
