​Rivne EUROFORUM – about the strategy and development of the Rivne hromada

The forum "Rivne EUROFORUM: energy efficiency, sustainable hromada (community) development" was held in Rivne.

One of the co-organizers of the large-scale event was the Office for Strategic Development and Investments of the Department of Economic Development.

During the forum, the following important topics for the development of the Rivne community were discussed: energy efficiency, the business potential of the hromada (community) and the creation of a strategy for its development. At the beginning of the event, the secretary of the Rivne City Council Viktor Shakyrzian and Member of parliament of Ukraine Oleksandr Aliksiichuk addressed the participants with a welcome speech.
The first panel discussion was entitled "NetZero Cities Project". Energy ecosystem of the hromada (community)". The speakers gave their reports as part of the discussion:
  • Viktor Bilko, deputy head of the State Agency for Energy Efficiency and Energy Saving of Ukraine – "Importance of decarbonization issues in Ukraine. Opening of the decarbonization office in Rivne";
  • Yurii Bondarenko, General Director of STC "ENPASELEKTRO" – "Implementation of the concept of development of smart networks to ensure the reliability of hromada (community) life";
  • Deputy Mayor of Rivne Artem Hanushchak – "Implementation of the climate neutrality project as an element of the hromada (community) development strategy";
  • candidate of technical sciences (Ph.D.), associate professor of the department of heat and gas supply, ventilation and sanitary engineering of the National University of Water Management and Nature Management Oleksandr Hrytsyna – "Energy online platform as a model of effective communication in the hromada (community)".
In addition, on March 26, the forum participants watched the video message of the operations director of the "NetZeroCities" project, Tomas Osdoba, regarding the benefits of the transition to zero emissions for Ukrainian cities.
The second panel discussion "Motivation for the development of business potential of the hromada (community). Formation of the energy efficiency value system" brought together the largest number of orators.
In particular, the secretary of the Rivne City Council, Viktor Shakyrzian, emphasized the importance of interaction between government and business, Deputy Mayor Artem Hanushchak spoke about business support and development as part of the local initiative "Creating a municipal business co-working space in Rivne".
The presentation "Supporting initiatives to strengthen the business community of the Rivne region and create a multifunctional space for business development" was presented by the coordinator of the UNDP project "Strengthening the resilience of communities in the regions of Ukraine" Olha Kashevska. The marketing director of the Smart People business school reported about the development of business communities in the Rivne region in a close dialogue with local authorities and the public.
Entrepreneurs of the hromada (community) shared their experience with those present: executive director and co-founder of the "Fudz" group of companies Olena Yaroshchuk (speech topic: "Development of production during martial law"), head of the private enterprise "Vilis" Viktor Zhabchyk (speech topic: "Plans for vertical integration of business and the expansion of the assortment during the war"), the owner of the company "RIVNE FLEX" Mykola Livshuk (topic of the speech: "Sustainable development of business during martial law").
Employees of the Office for Strategic Development and Investments were preparing the third discussion panel of the forum "Rivne on the path to European integration. City development strategy".
First of all, the first speaker – Deputy Director of the Department of Economic Policy of the Lviv Regional State Administration, Vadym Tabakera – offered the participants a small interactive survey. In the cloud of words, with which the participants of the forum now describe the hromada (community), the words "cohesion", "native beer", "amber" and others appeared. The speaker's report was dedicated to revealing the topic "Why do hromady (communities) need strategies?"
Then, Oleksiі Kovalenko, the expert of the Council of Europe project on civic participation, spoke about "Innovative methods of involving the public in the preparation of the strategy", and Oleksandr Solontai – the other expert of the Council of Europe project on public participation – speak publicly the report "Strategy structure. Transition from describing problems to finding resources.
Finally, Member of parliament of Ukraine Oleksandr Aliksiichuk presented the draft of the law "On international territorial cooperation of Ukraine" (No. 9450), which has already passed the second reading in the parliament.
