The development strategy of Rivne region for the period up to 2027 was approved by the decision of the Rivne regional council dated 13.03.2020 №1618.

The Rivne region development strategy for the period up to 2020 is the main planning document for the development of the Rivne region in the long-term.

The strategy is developed on the basis of the Laws of Ukraine "On Local State Administrations", "On Local Self-Government in Ukraine", "On State Forecasting and Development of Programs of Economic and Social Development of Ukraine", "On Stimulating the Development of Regions", in accordance with the Decrees of the Cabinet of Ministers of Ukraine of 06 August 2014 № 385 "On Approval of the State Strategy for Regional Development for the Period till 2020", dated August 27, 2014, № 404 "On Approval of the Forecast of Economic and Social Development of Ukraine for 2015 and the main m on the indicators of economic and social development of Ukraine for 2016 and 2017, and the invalidation of some resolutions of the Cabinet of Ministers of Ukraine ", dated November 16, 2011 № 1186" On Approval of the Procedure for the Development, Monitoring, and Evaluation of the Implementation of Regional Development Strategies ", the Order Head of the Regional State Administration on April 16, 2014, № 117 "On the elaboration of a draft Strategy for Economic and Social Development of Rivne Oblast for the period up to 2020", a draft plan for the drafting of the Strategy, STATEMENTS First Deputy Head April 18, 2014, with the methodological support European Union Project "Support of regional development in Ukraine."

The need for the preparation of the Strategy is due to: the approaching completion of the implementation of the current Strategy for Economic and Social Development of Rivne Oblast for the period up to 2015 (approved by the resolution of the Head of the Regional State Administration dated October 30, 2006, № 489, approved by the decision of the regional council No. 291 of December 29, 2006) and mid-term the plan for realization of the Strategy of economic and social development of the region for the period till 2015 "West gate" (approved by the decision of the head of the regional state administration from April, 08th, 2011 № 165 and approved by the Regional Council of 23 December 2011 № 494); the need for a new strategic document developed according to European standards for a period synchronized with the EU planning and budget cycles, taking into account the impact of global global trends in spatial development; the need to support and develop the territorial communities.

The economic development strategic plan is the result of a joint election of the leaders of the community of Rivne on the basis of consensus. The plan is based on the principle of focusing efforts on priority development issues. Two critical issues - SME development and business infrastructure, as well as investment attraction - were chosen as decisive factors for further development of the city and local economy.

The plan identifies further steps aimed at improving the business and investment climate in the city, diversifying investment opportunities, undertaking systematic work on human resources development and their potential, and developing business infrastructure. The strategic plan for economic development focuses on establishing a permanent partnership between city authorities and entrepreneurs and on implementing a comprehensive plan for the city's economic development.
