The cooperation of the executive committee of the Rivne City Council with NEFCO began in June 2015. The Department of Strategic Development and Investment of the Executive Committee of the Rivne City Council submitted an application form for the project "Implementation of Energy Saving in Three Schools and Energy Management System at Rivne Budget Establishments" (School № 18, 26 and 27) for participation in the Energy Saving Program in relation to attraction of a loan from the NEFCO Northern Ecological Finance Corporation.

The urgency of the project is due to the social significance of the objects for which energy-saving measures will be implemented. Given the fact that recently the new objects of the budget sphere are not put into operation, the main energy saving reserves are in the area of improving the energy consumption of previously constructed buildings of budgetary institutions. Improving the logistical, sanitary and aesthetic conditions for pupils' staying in schools will have a positive effect on the achievement of the goals set by the state.

NEFCO is a short name for the Nordic Environment Finance Corporation (NEFCO), created in 1990 by five Nordic countries: Denmark, Iceland, Norway, Finland and Sweden. The corporation provides financial support to various environmentally important projects, mainly in Central and Eastern European countries, including Russia, Belarus and Ukraine. Climatic direction has no regional restrictions.

NEFCO's activities are coordinated with Helsinki's headquarters. Priority areas are cost-effective projects for reducing greenhouse gas emissions, improving the Baltic Sea, reducing environmental pollution with toxic substances. In the investment portfolio of the corporation, hundreds of small and medium-sized projects in the chemical and food industries, agriculture, energy, utilities, mineral resources, metal processing and others related to wastewater treatment, waste management, engineering, control of radioactive contamination, management of environmental activity, production of environmental equipment.

An important direction of the city authorities in the city of Rivne is the introduction of energy saving measures in the budget sphere. In order to implement national priority directions in the field of energy saving, environmental issues, in order to reduce energy consumption and CO2 emissions, a project of energy saving measures was developed in three comprehensive schools in Rivne city №18, №26 and №27.

The main goal is to increase energy efficiency facilities, a significant improvement of the microclimate premises installation 18-20⁰S temperature control, improved sanitation children indoors, reducing energy consumption in educational institutions of the city of Rivne.

The E5R Fund was established to provide financial support in the form of grants and technical assistance in implementing energy efficiency and environmental improvement projects, which would result in significant reduction of electricity consumption, reduction of carbon dioxide (CO2) emissions and other greenhouse gases, first of all in Ukraine.

As a result of the implemented measures within the project "Implementation of energy saving in three schools and energy management system in budget institutions of Rivne", there was a significant reduction in energy consumption by educational institutions.

On December 17, 2018, the Rivne City Council and the Northern Environmental Finance Corporation NEFCO signed a second loan agreement to jointly finance the project "Implementation of energy-saving technologies in the school of Rivne."

The project provides for the overhaul of the Rivne educational complex "Secondary school of I-III degrees - specialized sports school" № 26 Rivne City Council (replacement of windows and insulation) on the street. Pavlyuchenko, 24 in the city of Rivne.

As a result of the implemented measures within the project "Implementation of energy saving in three schools and energy management system in budget institutions of Rivne", there was a significant reduction in the consumption of thermal energy by educational institutions (secondary schools №18, 27).

Within the framework of the NEFCO-2 project, the Rivne educational complex “General school of I-III degrees - specialized sports school” is being overhauled № 26 of the Rivne city council (replacement of windows and installation of insulation) on the street Pavlyuchenko, 24 in the city of Rivne.

Energy efficiency requirements for public buildings proposed in the project “Energy Efficiency in municipally-owned buildings and facilities of the city of Rivne and modernisation of street lighting”:

• economic reduction of demand for heat and electricity, reduction of water use, solar energy potential;

• significant reductions in CO2 emissions;

• improved level of comfort in public buildings;

• follow long-term strategies to increase energy efficiency, upgrade and extend the life of selected public buildings; research and promotion of additional funding, cooperation with other international programs and projects;

• do not in any way disconnect from central heating systems.

Requirements for the modernization of street lighting include:

• follow the focus of NEFCO and the donor on environmentally efficient measures that ensure significant reductions in CO2 emissions;

• pursue long-term strategies to improve energy efficiency and upgrade street lighting, as well as promote additional funding, cooperation with other international programs and projects.

The Northern Environmental Finance Corporation is an international organization (founded in 1990 by Denmark, Finland, Iceland, Norway and Sweden) that finances an extremely wide range of environmental projects in Central and Eastern Europe, including Ukraine.

We will remind that the cooperation of the city with NEFСO began in 2015, and as of the end of 2020, NEFСO - 1 and NEFСO - 2 projects were successfully implemented, the results of which were the implementation of complex energy-efficient measures in general education schools No. 18 and 27 and NEC No. 26 ( the total amount of funds invested by NEFСO in the city community amounted to more than UAH 20 million).

Since the beginning of September 2018, preparations for the implementation of the NEFСO - 3 project "Implementation of energy saving in institutions and institutions belonging to the communal property of the city of Rivne and modernization of street lighting" were carried out, which resulted in the signing in December 2020 between the Rivne City Council and Northern Ecological Financial Corporation of the Credit and Grant Agreement and the actual launch of the project.

As a result of the war in Ukraine and the introduction of martial law from February 24, 2022, NEFCO recognizes that the consequences for the financed activities have or may have a significant negative impact. Nevertheless, due to the high importance of the NEFСO-3 project during the war and in the post-war period, NEFСO decided to continue the implementation of the project "Investments in the energy efficiency of budget buildings and street lighting in the city of Rivne" with a revised scope of the financing plan, where the sources of financing are the NUEE grant and co-financing of the city, despite the unavailability of credit funds.

On May 16, 2022, NEFСO received a notice of non-objection from the Ministry of Foreign Affairs of Norway regarding the continuation of the financing of the project with the help of the NUEE grant in the amount of EUR 1,200,000.
