The Department of Strategic Development and Investment prepared and submitted an application for an industrial plot of communally owned land in the area of Mlynivska Street with an area of 5.0 hectares for participation in the Pilot Competition "Golden Plot 2020", announced by the Polish Investment and Trade Agency as part of the Polish Aid project. Increasing the competitiveness of Ukrainian regions and developing Polish-Ukrainian economic cooperation". The above bid was successful.

During the evaluation, such criteria as the location of the land plot, its legal status, landscape, infrastructure, communications, the presence of access roads and the proximity of the railway track were taken into account. Prepared presentation materials were evaluated separately.

As winners of the Pilot Competition "Golden Plot 2020", representatives of the Department of Strategic Development and Investment had the opportunity to participate in the trainings "Simulation of a Foreign Investor's Visit", "Promotion in Social Networks" and "The Art of Presentation".

Training participants had the opportunity to familiarize themselves with the modern experience of working with investors, improve their skills in the preparation and presentation of investment plots.

On February 18, 2021, representatives of the Department of Strategic Development and Investment participated in the online workshop "Private initiative projects: peculiarities of preparation and analysis of the effectiveness of public-private partnership" organized by the Ministry of Economy together with the state organization "Agency for Public-Private Support partnership" and the "SPILNO" project office under the Ministry of Infrastructure of Ukraine with the support of the International Finance Corporation.

During the workshop, they got acquainted with the world experience and features of implementing private initiative projects, the experience of implementing private initiative projects in Ukraine, organizational procedures and features of the current legislation regarding work with private initiative projects.

On March 12, with the participation of Deputy Mayor I. Krechkevych, Deputy Head of the Rivne Regional State Administration S. Hemberg, representatives of the Rivne City Council Executive Committee, Rivne Agency for Investment Attraction and Investor Services "InvestInRivne", a meeting was held with the Executive Director of the State Institution "Office for Attraction and investment support" (UkraineInvest) by S. Tsivkach.

During the meeting, the investment passport of the Rivne territorial community and the Rivne IT cluster were presented.

The possibilities of further cooperation regarding the presentation of investment proposals (vacant land plots) of the Rivne Territorial Community on leading European online sites with the support of UkraineInvest were also discussed.

On March 16, 2021, employees of the Department of Strategic Development and Investment participated in an online information session within the framework of the USAID "Competitive selection of partner cities to support reforms aimed at optimizing and developing heat supply infrastructure" project, which involves the competitive selection of partner cities.

The purpose of the meeting was to get acquainted with the project "Competitive selection of partner cities to support reforms aimed at optimization and development of heat supply infrastructure", with the benefits of the USAID PEB partnership, conditions of participation and evaluation criteria for the selection of competition winners, the procedure for interaction with the winners of the competitive selection - which was conducted by Yevhen Glushak, head of the heat supply department, USAID PEB (Energy Security Project).

On March 30, 2021, management employees took part in the online communication training "How can we promote the project?", which was held as part of the implementation of the cross-border cooperation program "Poland-Belarus-Ukraine 2014-2020", and aimed at better promotion of projects, implemented within the scope of this Program.

"Promotion should be an integral part of any project and is often crucial for its success. Sometimes interesting solutions arise that, due to lack of or weak promotion, do not reach potential recipients. We must take care to demonstrate the effects of projects for the widest possible audience, bearing in mind the obligation to inform the public about the fact of receiving EU funding" - experts of the Program Representation note.

On March 31, 2021, representatives of the Department of Strategic Development and Investment participated in the online seminar "Supporting the identification and preparation of local development projects of regional significance" with the support of the "U-LEAD with Europe" Program.

During the seminar, the participants got acquainted with the tasks of the "U-LEAD with Europe" Program, which will further help territorial communities in preparation and the most effective access to sources of funding for local development projects.

Also, seminar participants discussed with Program experts the types and importance of local development projects of regional importance, the main processes of identification and preparation of local development projects of regional importance, the mechanism of U-LEAD support to municipal partnerships.

On April 6, 2021, an online training was held on the promotion of projects implemented within the framework of the Poland-Belarus-Ukraine 2014-2020 cross-border cooperation program, which was attended by employees of the strategic development and investment Department.

The training was conducted by experts from the PBU Program Representative Office in Lviv.

"Why should you promote your projects?

There are enough reasons! You report something interesting, establish a positive and active image of your organization and encourage action. Some informational and promotional tasks can be carried out independently, without the involvement of external experts and without large costs," experts of the PBU Program emphasize.

On April 9, 2021, representatives of the Department of Strategic Development and Investment participated in the webinar "Strategic environmental assessment. How to conduct it without violations."

The COVID-19 pandemic has hit one of the most important aspects of cross-border cooperation (TCC) — live communication. Without foreign trips and personal contacts, it is very difficult to establish friendships and acquaintances, the panelists emphasize.

In addition, due to the pandemic, the implementation of infrastructure projects is delayed, and "soft" projects are on hold, waiting for better times.

On April 20, 2021, representatives of the Department of Strategic Development and Investment took part in the communications training "What kind of videographers are we?", held as part of the Cross-Border Cooperation Program Poland-Belarus-Ukraine 2014-2020 (hereinafter - the Program).

During the training, the importance of filming short informative videos about the project and project activities, as well as posting them on social networks, was discussed. There was a master class on creating short videos lasting from 1 minute to 1:30 minutes.

It was also emphasized the responsibility of beneficiaries who implement projects with EU funds that they should ensure informational communication with the public, the proper visualization of EU contributions to the Program and projects in order to inform the public about EU activities and strengthen the image of the EU in all participating countries .

On April 26, 2021, employees of the Department of Strategic Development and Investment participated in the online training "Reporting and closing of micro-projects", which took place within the framework of the Cross-Border Cooperation Program Poland-Belarus-Ukraine 2014-2020.

For management employees, this training was quite useful and informative, since the project "Cultural heritage of cuisine - promotion of culinary traditions through the professionalization of the gastronomic offer of Lublin and Rivne", which is implemented by the management, is nearing completion, and the correct design of the results of the project, the financial report is no less important. than the project implementation itself.

The training took place on issues of reporting, sustainability and other issues related to the completion of projects implemented within the framework of the above-mentioned Program.

Only Beneficiaries of the second competition set (2nd competition), who will complete their micro-projects by the end of July 2021, took part in the training.

On June 2, 2021, representatives of the Department of Strategic Development and Investment participated in a working meeting within the framework of the implementation of the joint project of the International Labor Organization and the United Nations Development Program "Expanding the economic opportunities of women as a response to the COVID-19 crisis in Ukraine", to which the Rivne territorial community was included based on the results of the submitted application, as a potential partner for the implementation of the project.

Total budget: $200,000 USA. Implementation period: February-December 2021.

The participants of the meeting discussed the motivation of the Rivne Territorial Community to participate in the project, the long-term vision of cooperation and reviewed the program documents that can be strengthened in terms of gender sensitivity and realization of economic rights.

The project is aimed at permanently restoring the living standards of the population affected by the consequences of the COVID-19 pandemic in Ukraine, through the expansion of economic opportunities for women by improving the relevant institutional mechanisms and creating conditions for the realization of such opportunities. The project is implemented in two target regions - Rivne and Sumy regions.

The project involves the implementation of measures within the framework of four interrelated components:

1. Inclusive political dialogue on the expansion of economic opportunities for women.

2. Improving the local environment to expand economic opportunities for women.

3. Strengthen business associations and employers' associations to support women-led businesses and protect women's labor rights.

4. Capacity Building Program for Women's Economic Empowerment and Support for Women-Led MSMEs.

The Rivne urban territorial community passed a competitive selection to participate in the project "Local Economic Development Schools for Territorial Communities" (hereinafter - the MER School), which was conducted by the NGO "Eidos Center" with the support of the Representation of the "Friedrich Naumann Foundation for Freedom" in Ukraine and Belarus.

Today, the first lesson was held at the Mayor's School. The team of the Rivne City Territorial Community consists of the following representatives:

Lypko Volodymyr Sviatoslavovych, head of the city economy department;

Mayorova Nataliya Oleksandrivna, natural person-entrepreneur, deputy of the Rivne City Council, member of the standing committee on budget, finance and communal property management;

Roman Volodymyrovych Shyrko, Deputy Head of the Department of Strategic Development and Investment.

The coordinator of the team is Deputy Mayor Ihor Krechkevych.

With the support of mentors, the team of the Rivne City Territorial Community will develop draft documents in the areas of:

* strategic development of the territorial community;

* attraction of additional financing on an ongoing basis;

* "Investment passport" as a tool for attracting investments, which will be presented at the final offline event.

The Rivne territorial community was selected to participate in the online conference "Financing and Investments in Communities".

The organizers of the event dedicated to the municipal investment potential of Ukraine aim to create a common space for the exchange of information and discussions between representatives of the government, communities, associations of local governments, international financial institutions and experts.

On July 8, 2021, representatives of the Department of Strategic Development and Investment of the Rivne City Council's Executive Committee took part in the discussion of issues raised during the conference.

The speeches of the Minister of Development of Communities and Territories, Oleksiy Chernyshov, the Deputy Head of the EU Representation in Ukraine, Reni Duflo, and the Regional Director of the GIZ Bureau in Ukraine, Bernadette Yot, were extremely useful and professional.

In general, the online conference provided an opportunity to participate in three panel discussions and hear the opinions and experience of recognized specialists, including from the countries of the European Union, on issues that are obviously fundamentally important in terms of the development of our territorial community, namely:

Regional development policy in Ukraine - sustainable financing of development projects in communities: current situation and promising opportunities.

Successful practice of financing local investment projects in communities in Ukraine.

Experience and expectations of financial institutions in financing development projects.

Also, participation in this event will allow to establish closer working relations with representatives of relevant departments, other municipalities and territorial communities. Expand own competences and implement the latest methods of attracting financing for the implementation of local investment projects in the areas of energy conservation, water supply, spatial planning, waste management, etc.

We thank the organizing team for the acquired knowledge in terms of strengthening the capacity of stakeholders in the field of decentralization and regional development at all levels with the main emphasis on the development of communities and the quality of life of their citizens, as well as for the opportunity received by the Rivne territorial community to be involved in the implementation of European development standards communities and broadening the focus of understanding work with potential investors.

The event is organized by the "U-LEAD with Europe" Program together with the Ministry of Development of Communities and Territories of Ukraine. The program is jointly financed by the European Union and its member states Germany, Poland, Sweden, Denmark, Estonia and Slovenia.

The Rivne territorial community was invited to participate in the UkraineInvest Talks international conference within the framework of the Conference on Reforms in Ukraine held in Vilnius. The event was planned and held, including in the format of an interactive online platform to highlight the achievements and results of reforms aimed at improving the business climate in Ukraine and presentation of investment opportunities in the country.

The conference was held with the participation of the Prime Minister of Ukraine Denys Shmyhal, the President of the Confederation of Lithuanian Industrialists Vidmantas Januliavichyus and the Executive Director of UkraineInvest Serhii Tsivkach.

On July 12, 2021, representatives of the Department of Strategic Development and Investment of the Rivne City Council's Executive Committee took part in an online conference, which will not only make it possible to use the information received during the preparation and implementation of investment projects, but also opens new platforms for presenting the potential of the Rivne Territorial Community directly among potential investors.

Participation in this event was a logical continuation of the cooperation initiated between UkraineInvest and the Rivne territorial community in developing joint steps to attract funds from the implementation of investment projects, creating new jobs, mastering "fresh" standards of business and corporate culture into the economy of the community, and most importantly , presentations of the Rivne territorial community as promising for investment.

We will remind that in March of the current year, the executive director of the State institution "Office for attraction and support of investments" UkraineInvest visited the city of Rivne on a working trip Serhii Tsivkach. During the working meeting, the Deputy Mayor of Rivne Ihor Krechkevych and employees of the Departments for Strategic Development and Investments and Management of the City Economy of the Executive Committee of the Rivne City Council discussed ways of further cooperation in promoting the investment potential of the Rivne Territorial Community on leading European online sites, and presented the updated Investment passport of the territorial community, a number of interesting projects from the point of view of attracting investment funds are proposed.

We thank the UkraineInvest team for the opportunity to participate in such an important meeting, as well as for the received professional information on the ways of forming, improving and realizing the investment potential of the territorial community, developing key investment projects, stimulating the investment environment and protecting the rights of investors.

Representatives of the Department of Strategic Development and Investment of the Rivne City Council's Executive Committee took part in the online conference on the Presentation of "Instruments that contribute to the development of data-based management, attracting investments and filling the local budget" organized by the All-Ukrainian public organization "Association of Small Cities of Ukraine".

In modern conditions of constant updating of the system of interactions at the interstate level, between municipalities and business structures regarding the search for ways to attract investments, there is a lack of knowledge and skills in professional attraction of investors. And it is participation in such discussions that gives an opportunity to deepen competences in the field of identifying the needs of investors, analyzing the investment potential of the territorial community in accordance with these needs and developing individual elements of the investment proposal to attract investors, to establish a system of exchange of experience with other municipalities and territorial communities, additional promotion of the territorial community among potential investors.

We thank the organizers for spreading the experience of using professional investment proposals and other tools of regional marketing and for the opportunity to present the investment potential of the Rivne territorial community at the national level.

On July 27-28, representatives of the Department of Strategic Development and Investment participated in the 2nd online module "Attracting additional resources for local development. DFRR, grant programs, investments", which took place within the framework of the project "Local Economic Development Schools for Territorial Communities" (hereinafter - the MER School), conducted by the NGO "Eidos Center" with the support of the Representative Office of the "Friedrich Naumann Foundation for Freedom" in Ukraine and Belarus .

During two days of intensive work, the participants of the MER school considered budget and grant tools for financing local economic development.

Currently, more than a thousand territorial communities have been formed in Ukraine, of which 487 appeared only last year, one of which is the Rivne City Territorial Community. Objectively, newly formed communities face new rules of the game and the need to attract additional resources. Officials of territorial communities need new knowledge and skills in order to effectively manage the community and be able to attract additional funding, therefore, participation in this project will not only improve their own competencies, but also form a system for attracting investments in the development of the territorial community.

We would like to remind you that in June Rivne urban territorial community passed a competitive selection for participation in the project "Schools of local economic development for territorial communities". The program is designed for 6 months, where 3 modules await the participants, each of which will last a week and will consist of 3 lectures and a practical task that the teams perform using the lecturers' advice. At the end, the participants will have a final offline event with the involvement of business representatives, the purpose of which will be the presentation of the investment opportunities of the territorial community and the establishment of dialogue and cooperation.

The team of the Rivne City Territorial Community consists of Volodymyr Lypko, Head of the City Economy Department, Member of the Rivne City Council, Natalia Mayorova, Member of the Standing Committee on Budget, Finance and Communal Property Management, Mykhailo Basyuk, Head of the Department of Strategic Development and Investment. The coordinator of the team is Deputy Mayor Ihor Krechkevych.

On September 10, 2021, representatives of the Department of Strategic Development and Investment participated in the international conference UkraineInvest Talks: Vinnytsia, which presented the progress of reforms and development of the investment climate in Central Ukraine.

The UkraineInvest Talks: Vinnytsia conference is organized by the Government Office for Attracting and Supporting Investments UkraineInvest together with the Vinnytsia Regional State Administration. The event is a continuation of the 8th International Investment Forum "Vinnytsia - Business in the Center of Ukraine".

The conference was held with the participation of the Ambassador Extraordinary and Plenipotentiary of the Republic of Latvia to Ukraine Juris Poikans, the Consul General of the Republic of Poland in Vinnytsia Damian Tsiercinski and the Executive Director of UkraineInvest Serhiy Tsivkach.

The event became an interactive platform for informing the international and Ukrainian investment community about the progress of reforms and the development of the investment climate in Vinnytsia, Khmelnytskyi, Zhytomyr, Kirovohrad regions, as well as discussing ways to strengthen cooperation with authorities in Ukraine and mechanisms for attracting investments in accordance with the Law of Ukraine "On State support of investment projects with significant investments".

The UkraineInvest Talks: Vinnytsia conference continues a series of events aimed at popularizing investment potential in the regions of Ukraine. The conference program consisted of interactive discussion panels with the participation of more than 30 speakers, including: people's deputies, relevant ministers, representatives of the business community, international financial organizations and experts.

We thank the UkraineInvest team for the opportunity to participate in such an important event, as well as for the received professional information on the practical experience of investors in the regions, analysis of experience and discussion of the prospects for cooperation between private investors and international financial and donor organizations. The analysis of the latest legislative changes and features of the work of industrial parks, the development of which will contribute to the realization of Ukraine's production potential, deserves special attention.

Representatives of the administration took part in the training under the special short-term training program "Some aspects of the organization of the local self-government body in the conditions of martial law".

During the training, the following topics were considered: the organization by local self-government bodies of a set of measures for the integration of internally displaced persons and the implementation of decisions on internal displacement; peculiarities of labor relations in the conditions of martial law; the implementation of separate decisions of local governments regarding the organization and conduct of national resistance in connection with the military aggression of the Russian Federation against Ukraine (voluntary formations of territorial communities).

The training took place thanks to the Rivne Regional Center for retraining and advanced training of employees of state authorities, local self-government bodies, state enterprises, institutions and organizations in cooperation with experts of the USAID "HOVERLA" Project.

Our strength is in unity!

The event was recently held under the joint initiative of OurWorldHeritage, Europa Nostra and the Global Heritage Fund.

The purpose of the meeting is to provide an opportunity to highlight the chains of support and provide a joint exchange between civil society organizations and institutions/initiatives in Ukraine, to discuss specific ways of providing short- and medium-term support in their efforts to preserve heritage and culture in Ukraine, during the russian invasion of Ukraine.

In the context of war events, cultural heritage in Ukraine, as a carrier of the identity and memory of the people, is also under threat. Historical centers, museums and cultural institutions are attacked and destroyed, and artists, scientists and cultural workers are deeply affected by these terrible acts.

The meeting also aimed to raise awareness in solidarity with Ukrainian society, support crowdfunding campaigns such as the Europa Nostra and Global Heritage Fund initiatives, and highlight any other cultural and natural heritage initiatives to support the response to this crisis.

Representatives of the Department of Strategic Development and Investment participated in webinars aimed at increasing knowledge about attracting additional funding to the community, namely:

- "Grant opportunities of the Horizon Europe program", which was organized by the project office of the Lviv Polytechnic National University in cooperation with the FIT-4-NMP project, with the support of the national contact points "Information and Communication Technologies" and "Marie Curie Actions for the Development of Skills, studies and careers";

- "Grants for organizations in the sphere of culture and creative industries". Organizers of the event: Happy Monday and House of Europe.

As a result of participating in the webinars, management employees gained additional skills in finding grants, preparing a high-quality application, and establishing cooperation with grant institutions. Which, in turn, will increase the effectiveness of attracting financial resources for the development of the Rivne urban territorial community.

Employees of the administration have undergone training, which took place within the framework of the public educational project "School of Local Self-Government", which is implemented by the NGO "Open Society of Ukraine".

During the training, the following main topics were considered: "Information war as a threat to national security", "Personal safety during war - rules that save lives", "Rules of information hygiene - sources!", "Cyber security - protect your smartphone, computer from enemy attacks", "How to consume information during war".

In total, there were 10 classes and a final test consisting of 20 questions.

Successful passing of the test became a guarantee of obtaining a certificate.

During the training, representatives of the Department of Strategic Development and Investment were able to gain additional knowledge to fight against russia in the information space.

Our weapons in the information war are critical thinking, the ability to work with information, awareness and skills.

Representatives of the Department of Strategic Development and Investment participated in the online dialogue "Recovery and reconstruction through municipal partnership projects", which took place today - July 28, 2022, within the framework of the "U-LEAD with Europe" Program.

The main goal of the dialogue is to present and discuss the strategy for the restoration and reconstruction of communities, which are based on a project approach and ensure the key role of municipalities in the efforts to restore territories in Ukraine - both those that were directly affected by the war and those that ensure the reception of displaced citizens and enterprises.

For the Rivne urban territorial community, as a community that accepts displaced persons and relocated businesses, it is important to implement investment projects that will contribute to the creation of additional jobs and provision of services for the population and businesses.

During the event, the importance of municipal investment projects and their implementation in the restoration and reconstruction of Ukraine was presented, and the following were discussed:

• damage assessment as a basis for rebuilding and developing a recovery strategy;
• determination of service needs in connection with population displacement;
• relocation of enterprises to safer areas and improvement of employment opportunities;
• the capacity of local communities to manage inclusive recovery and reconstruction processes through ready-to-implement municipal investment projects for recovery.

Strong and capable communities are the key to rebuilding Ukraine!

Today, August 2, employees of the Department of Strategic Development and Investment participated in a webinar held as part of the project "Promotion of Energy Efficiency and Implementation of the EU Directive on Energy Efficiency in Ukraine", which is being implemented in Ukraine by the "Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ)" company GmbH" on behalf of the Governments of Germany and Switzerland.

As part of the meeting, there was a discussion of the features of submitting applications for the energy efficiency demonstration project competition, as well as project selection criteria, features of procurement as part of project implementation, and submission of financial reporting.

As part of the above-mentioned competition for applications for demonstration projects, the Rivne City Territorial Community, as a partner community, has the opportunity to participate and submit a project to the competition for the implementation of energy-saving measures up to 100,000 euros.

As a reminder, two energy saving projects have already been implemented in the Rivne community together with the NEFCO company, and the NEFCO-3 project is currently being implemented, the grant funding of which is 1.2 million euros from the Norwegian-Ukrainian Energy Efficiency Initiative Fund. The Department of Strategic Development and Investments was the initiator of cooperation and implementation of projects with NEFKO and acts as a coordinator in all joint projects with the company.

Representatives of the Department of Strategic Development and Investments of the Department of Economic Development took part in the training on strategic planning today, October 27, 2022.

The training was organized with the support of the Department for Development of Communities and Territories of the Executive Office of the Rivne Regional Council together with the Institute of Political Education.

One of the speakers of the event was Oleksandr Solontay, who delivered a presentation "How does the community develop? Introduction to strategic community planning".

The speaker drew attention to the development indicators that should be specified in the Community Development Strategy document, and which are divided into the following categories:

- How is the population growing?

- Growth of wealth

- Jobs available

- Workforce

- How many taxes are paid per citizen.

The Rivne City Territorial Community is currently working on updating the Strategy document, because the approved community development strategy is the basis for receiving funds from the State Budget of Ukraine and international donors.
